Despite recent efforts to make scooter laws more stringent, if your scooter has an engine smaller than 50cc and cannot exceed a speed of 30 miles per hour when driven on a flat surface, these rules apply:

You must be at least 16 to drive on public roads in North Carolina In South Carolina you must be at least 14 years of age.

You must wear a helmet in North Carolina; helmets are not required in South Carolina;

You do not need a driver’s license in North Carolina In South Carolina you must have a valid driver’s license, permit or moped operator’s license.

You do not need to get your vehicle inspected;

If your vehicle exceeds the engine size/speed requirements, it must be registered as a motorcycle, and motorcycle laws apply.

Scooters must obey the rules of the road, but they also have equal right to use the public roads (excluding interstates).
